RAII guard for a concurrency permit.

Dropping this permit releases it back to the ConcurrencyLimiter and notifies any task waiting in ConcurrencyLimiter::wait_all.

The execution permit drops before the bulk permit so that a waiter blocked on the task semaphore sees the freed slot immediately.
